We ordered two of these displays. One display had both of the leg brackets (with set screws) way up inside the frame body. We thought they were missing at first. The other display had one leg sort of positioned, the other leg bracket had to be pulled out with plyers. Instructions should say to completely remove the leg brackets from the frame body. Then take both leg brackets and attach to the base with the set screw. Then take the frame body and attach the mounted leg brackets to the frame body and the screws line up better to attach the frame body to the base much easier!
